Director of Data and Evaluation

If you are skilled in developing and managing data and evaluation systems, can skillfully facilitate groups, and can lead others to support a healthy data culture, United Way of Asheville and Buncombe County (UWABC) is where you want to be.  The Director is part of the Community Impact department and will lead data collection, analysis, reporting, and improvement processes across the department’s teams (United for Youth, Community Schools, Community Engagement) and alongside partnering organizations. All of this work is in service to UWABC’s long-term strategic vision and our community’s bold community goal that by 2035, ALL Asheville City and Buncombe County students graduate from high school ready and fully prepared to pursue their goals and dreams.

KEY RESPONSIBILITIES

Organize and manage UWABC community impact data

  • Establish and maintain clear roles and responsibilities for staff and contractors regarding collaborative community impact data management and evaluation
  • Facilitate all data migration, data integration, and data management tasks related to the Community Impact department
  • Support the future integration of Community Impact data into UWABC’s new Customer Relationship Management (CRM) system

Collect, evaluate and share UWABC community impact data

  • Lead process to establish and manage an efficient, simple data system/infrastructure to collect, visualize, evaluate and share (report) our impact 
  • Work closely with Associate Director Grants to establish an efficient, comprehensive system to ensure that grant applications, outcomes tracking, and reporting are done accurately and on time for a variety of funders, including federal agencies and private foundations
  • Lead Community Impact department’s data collection, analysis, data visualization (internal dashboards), integration, and reporting
  • Coordinate and communicate with all UWABC departments to ensure access to key data points and visuals that support sharing our brand narrative with various audiences 

Support the development of UWABC/partner performance measures

  • Provide technical assistance and support for Community Schools and for contracted community partners working in Community Schools to create systems for collecting, evaluating, and sharing performance measures

Manage United for Youth (U4Y) data and evaluation framework

  • Ensure development and management of a cohesive U4Y data/evaluation framework that includes data, sources, and methods that are mutually agreed upon by partners as sound and important to the community

Ensure adoption and alignment of United for Youth data and evaluation framework 

  • Ensure alignment between U4Y indicators and district improvement strategies and school improvement plans
  • Provide technical assistance and support for U4Y partners to create aligned systems for data collection, evaluation, and sharing.

Manage United for Youth Community dashboard

  • Manage data collection, transparency, analysis, and reporting on community wide key indicators on publicly-facing dashboards to ensure that U4Y partners and stakeholders have access to key data for celebration and problem-solving

Support Learning Circle academic database

  • Support Community Partners with FERPA training and Learning Circle training and utilization (through at least June 2025) 
  • Manage data flows between Student Success Planning Dashboard (Learning Circle) and PowerSchool (through at least June 2025)  

Center equity in data

  • Facilitate learning and promote equitable data practices within the organization and across the external impact areas
  • Promote understanding of community performance and progress toward the bold community goal through analysis and reporting on outcomes, including examination of inequities for multiple demographics, including by race.

Minimum Requirements

  • Bachelor’s degree in relevant field (Education, Data, Program Evaluation, Statistics, Urban Studies, Public Health, Policy, Social Work) and three years of experience applying knowledge or an equivalent combination of education and experience 
  • Proficient with software, including Google Suite, Asana, and Salesforce (or similar programs) and strong ability to learn and use a variety of other platforms (e.g. Airtable, PowerBi) 
  • Intermediate or advanced knowledge of Microsoft Excel or Google Sheets 
  •  Ability to explain complex technical concepts and support key internal/external stakeholders’ understanding of those concepts 
  • Excellent interpersonal and communications skills in English (verbal and written) 
  • Works effectively with people from different backgrounds and with different levels of technical skill (and comfort serving as a bridge between stakeholders with more-technical and less-technical roles and perspectives) 
  • Commitment to the mission and guiding principles of UWABC and ability to model those principles 

Technical Skills, Abilities, and Other Requirements

  • Demonstrated ability to quickly learn and use a variety of software platforms and new skills 
  • Understanding of the public education system and youth service organizations 
  • Ability to productively manage internal and external stakeholders, even in the absence of formal authority 
  • Experience leading diverse, interagency teams and/or workgroups working toward a common goal 
  • Ability to work in a complex and collaborative environment with schools and community organizations 
  • Ability to define problems, collect data, establish fact and draw valid conclusions 
  • Comfort facilitating complex conversations both 1:1 and in groups of all sizes
  • Holds self and other team members accountable for achieving results 
  • Strong troubleshooting, analytical and problem solving skills 
  • Experience handling sensitive & confidential information 
  • Ability to clearly & concisely express and exchange detailed information and ideas to both technical & non-technical personnel & partners via spoken and written word 
  • Clear vision for the role of data-driven educational improvement that centers on the humanity of all students 

Nice to Have

  • Understanding of Asheville and Buncombe County school systems and youth service organizations
  • Prior experience with PowerSchool or other school data/information systems

This position is exempt from overtime regulations. Hybrid work environment: a mix of office, remote, and community settings.  As part of our hybrid work policy, new employees are required to work from the UWABC office a minimum of 3 days per week for the first 90 days and then, the schedule can be modified based upon conversation with the supervisor.

Salary and Benefits: $61,000 - $68,000 annually plus full benefits, including: paid vacation, sick and personal leave; employer contributions to 401(k), contributions to health, dental, and vision insurance benefits, self-care fund, life, and disability insurance, and coaching and support.
