Who we are looking for: Legal Aid of North Carolina (LANC) is seeking a full-time Medicaid Appeals Technical Team (MATT) Staff Attorney to support statewide efforts to protect health care access and promote health equity for children, families, and individuals across North Carolina. The MATT team provides legal advocacy, litigation support, and community education related to Medicaid access and rights, with a particular focus on protecting the rights of individuals who gained coverage through North Carolina’s Medicaid expansion.

The ideal candidate will have a strong commitment to serving low-income clients, excellent legal research and writing skills, and the ability to effectively collaborate with clients, community partners, government agencies, and legal advocacy organizations. Experience in Medicaid, public benefits, or health law is preferred.

Why this role matters: The work performed by the individual in this role will support Legal Aid attorneys and staff who devise strategies and pursue legal remedies to help clients obtain successful outcomes.

What you will do: 

  • Provide direct legal services to clients.
  • Monitor Medicaid expansion; identifying trends, systemic issues, and litigation opportunities that may arise.
  • Represent and advise clients in judicial and administrative proceedings in contested Medicaid cases before the North Carolina Office of Administrative Hearings, State Fair Hearings at NC DHHS, and in Petitions for Judicial Review in Superior Court. 
  • Handle a broad variety of tasks that facilitate the team’s mission of effective, high quality legal services in the fields of public benefits and health law. Primarily, the Staff Attorney will practice in the disciplines in Medicaid law but may occasionally engage in litigation in other public benefits matters as part of the firm’s holistic lawyering philosophy and mission.
  • Actively collaborate with other nonprofit legal advocacy organizations across the State on training, outreach, systemic issue tracking, and litigation specially related to Medicaid expansion.
  • Devise strategies for resolving client legal matters.
  • Provide community education and outreach in underserved communities.
  • Represent Legal Aid by engaging with the legal community.
  • Work with Legal Aid’s Statewide Public Benefits Practice Group to help monitor Medicaid trends across the State.
  • Coordinate with the Project Director to provide information requested by funders.

What you will bring to Legal Aid of North Carolina:

  • J.D. degree and admission to practice law in North Carolina, or eligibility for admission.
  • No pending North Carolina State Bar disciplinary proceedings.
  • Passion for serving low-income clients and commitment to Legal Aid’s mission and values.
  • Strong written and verbal communication skills, including the ability to communicate effectively with clients, government agency staff, and community partners.
  • Exceptional legal research, writing, and analytical abilities.
  • Strong attention to detail and organizational skills.
  • Ability to work independently while also collaborating effectively as part of a small team.
  • Ability to establish priorities, meet deadlines, and manage multiple responsibilities.
  • Experience in Medicaid, public benefits advocacy, health law, or legal services is preferred.
