Chief Executive Officer (CEO)
Position Summary
The Chief Executive Officer (CEO) of Council on Aging in Union County is responsible for the overall leadership, strategy, financial sustainability, and community impact of the organization. The CEO works in partnership with the Board of Directors to advance the mission of helping older adults remain safe, independent, and supported at home.
The CEO leads a multidisciplinary staff team, cultivates community partnerships, ensures strong fiscal and operational management, and directs fundraising and resource development efforts that sustain and expand services for older adults and caregivers throughout Union County.
Council on Aging in Union County operates community-based programs as well as a licensed in-home services program. The CEO serves as the agency’s Home Care Administrator of Record with the North Carolina Department of Health and Human Services and provides regulatory oversight for the home care program while delegating day-to-day clinical and operational supervision to appropriate staff.
The CEO reports to the Board of Directors.

Primary Responsibilities
Organizational Leadership & Strategic Direction
• Lead implementation of the organization’s strategic plan and long-term vision
• Recommend policies, priorities, and initiatives to the Board of Directors
• Evaluate organizational performance and outcomes
• Identify opportunities for program growth, innovation, and service expansion
• Guide major organizational initiatives, including facility and capital projects
• Ensure services remain person-centered and responsive to community needs

Board Relations & Governance
• Serve as primary liaison between staff and the Board of Directors
• Prepare board reports and recommendations
• Support board committees and planning activities
• Assist with board recruitment, orientation, and development
• Ensure compliance with bylaws, policies, and nonprofit governance best practices

Financial Management & Compliance
• Develop and manage the annual operating budget
• Provide regular financial reports and forecasts to the Board
• Oversee accounting processes, internal controls, and annual audit
• Manage contracts and funding agreements
• Monitor organizational financial health and sustainability
• Ensure compliance with federal, state, and local regulations, including NC DHHS home care licensure

Fundraising & Resource Development
• Lead and implement the organization’s fundraising strategy
• Cultivate relationships with donors, foundations, sponsors, and public funders
• Oversee grant development, submissions, and reporting
• Participate in donor stewardship and community fundraising events
• Expand diversified revenue streams to support program growth

Community Engagement & Partnerships
• Serve as the public spokesperson and ambassador for the organization
• Develop partnerships with healthcare systems, government agencies, faith communities, and civic organizations
• Represent the organization in coalitions, planning groups, and community initiatives
• Advocate for the needs of older adults and caregivers in Union County
• Strengthen the local aging services network

Program Oversight
• Provide executive oversight of all programs and services
• Ensure programs meet funding requirements and quality standards
• Monitor program outcomes and impact measures
• Support evidence-based and innovative programming
• Delegate operational management to appropriate leadership staff

Regulatory Compliance & Home Care Administration
• Serve as the designated Home Care Administrator for the agency’s license with the North Carolina Department of Health and Human Services (NC DHHS)
• Maintains compliance with 10A NCAC 13J Home Care Agency rules Maintain readiness for state surveys, inspections, and audits
• Oversee policies, procedures, and documentation required for licensure
• Acts as primary contact with NC Division of Health Service Regulation (DHSR)
• Oversees survey readiness and plans of correction
• Ensures supervision, competency validation, and client care oversight requirements are met

• Recruit, supervise, and evaluate senior staff

• Ensure compliance with employment laws and HR policies

Qualifications Required
Education and Experience
• Bachelor’s degree in nonprofit management, public administration, social services, business administration, healthcare administration, or a related field preferred
• Minimum five (5) years of senior leadership or management experience
• Demonstrated experience supervising staff and managing organizational operations
• Experience with budgeting, financial management, and organizational oversight
• Strong communication, partnership development, and relationship-building skills
North Carolina Home Care Licensure Requirement
This position serves as the designated Agency Director/Administrator for the organization’s North Carolina Licensed Home Care Agency. The individual selected must be able to qualify for and maintain approval under North Carolina DHHS Home Care Agency rules (10A NCAC 13J).
In accordance with state regulations, the CEO must meet at least one of the following criteria:
• Be a health care practitioner as defined in G.S. 90-640(a); or
• Have a minimum of two (2) years of supervisory or management experience in a home care agency or another provider licensed under G.S. 131E or G.S. 122C; or
• Hold a bachelor’s degree in health, business, or public administration (or related field) and have at least one (1) year of supervisory or management experience in a home care or other licensed health care program.
The CEO is responsible for maintaining compliance with North Carolina Division of Health Service Regulation (DHSR) requirements and serving as the primary administrative contact for the agency’s home care license.

Working Conditions
This position involves both office and community work and requires regular attendance at meetings, community events, and fundraising activities. Occasional evening and weekend hours are expected.
